Implementation of an integrated coastal zone management (ICZM) program for coastal development as the basis of sustainable economic development. Integrated coastal zone management may be defined as “A dynamic and continuous process of administering the use, development and protection of the coastal zone and its resources towards common objectives of national and local authorities and the aspiration of different resource user groups. Integrated Coastal Zone Management is widely recognized as a coherent framework in which to manage coastal areas effectively. A key goal of ICZM is to promote effective forward planning and development control at the center of which is the development of a land use policy in coastal areas.
2. Enactment of appropriate policy, legal and institutional arrangements including requirement for environmental impact assessments for major projects to address the issue of effective management of developments such ports/marinas, industrial facilities and major construction activities. Among legal instruments available include Federal Law no. 24 of 1999 for the protection of the environment against development.
