In his domestic policy, Carter focused on high prices, education, civil service, pollution, inflation, and the oil shortage.
After the Organization of the Petroleum Exporting Countries (OPEC) cut back their exports, an oil shortage started in 1973 and the gasoline prices increased immensely. The oil shortage caused a huge panic for the people because the prices were high and people had to wait in very long lines to get gas. Carter created the Department of Energy in 1977 to help solve the problems of with the oil crisis. After this, the usage of oil in the U.S. dropped about 20 percent. Carter reduced the dependency on foreign oil.
Carter created the Department of Education to help students and the Alaska National Interest Lands Conservation Act to help protect the wilderness and stop pollution. Also, Carter managed to make an $18 billion tax cut and made the interest rates go up to about 20 percent. With interest rates rising, the car and home industries are falling apart because no one is buying anything due to the high loan rate. In 1980, the economy had an unemployment rate of 7.5 percent due to the high interest rate that was hurting everyone.
