The first is that you have to give all the money you need, the second is nobody is going to oppose it, and the last is you can change any law, rule, or regulation. With this exercise he is trying to explain how to get people do think outside the box and get this problem fixed and how to get ahead. By the middle of his speech he then lets the students and faculty that are watching him ask questions. A question that a student asked what makes him a great leader. He responded with he is not sure if he is a great leader, but in his opinion the three steeps to a great leader are to listen, decide (what is the best idea), and implement.
