Historically, persons with this type of position all they are doing is managing their people and tend to lose touch with the latest tactics techniques and procedures, provided that they conducted exploitation operations. He could be a viable candidate if he can demonstrate FMV knowledge and FMV system exploitations knowledge. But I would really question him about the FMV mission exploitation experience.
