If they are consistently getting into trouble, then there is an issue. The offense for juveniles does not matter for certain instances. If it is murder, I cannot see how a kid can think killing another life is justifiable. If the kid is simply a run away they need guidance, not jail. If they committed a delinquent offense, they should pay restitution, be on probation, or go to juvenile hall. It does matter when there is a victim, but again it depends on the situation. Obviously if it destruction of property, the kid or his family must pay some type of restitution. Being considered an “adult” varies for each state. I do believe the age to be in the scope for juvenile offenses is 18. If you can vote at 18, you are considered an adult as well. The way a juvenile was brought up does play a role.
