Robert Fox stated, in his theory of peopling, that there were already people living in the Philippine islands and the proof for that is the skull of a prehistoric man found in the Tabon Caves named the Tabon Man. Aside from the skull, there were also some artifacts that were discovered in the same place, hinting that there was already a civilization around the time the Tabon Man may had been alive. Fox claimed that people of different countries then migrated to the Philippines through the land bridges that once connected the country to other countries, like Borneo. According to Fox, the Filipinos, through migrating and the immigrants, were the mediators of different cultures. They disseminated various cultures into their own; thus, making a whole new different culture which is purely Filipino. The peopling theory of Wilhelm Solheim II, which is named the Nusantao Maritime Trading and Communication Network, however, mentioned that the Philippine prehistory could not be explained merely through migration. He based his theory on the similar pieces of certain artifacts found in the country and the surrounding countries and saw a pattern. He then came up with the idea that such happened because of trade. There were lobes that specified which countries were involved in such trades and in those lobes the circulation of cultures happened. To compare, both of these people agreed that there were already people in the Philippines then and they were civilized, based on the artifacts found. The difference is that Fox saw the development of the civilization, and its people, was because of the exposure of the Filipinos to new ideas through the immigrants. Solheim, on the other hand, made known to all that, as seen in the artifacts found, the trade between countries in different lobes was responsible for the spread and dissemination of culture.
