The memorial was designed by Cooper-Lecky Architects, main ones including Frank Gaylord who designed the 19 stainless steel statues and Louis Nelson who designed the memorial wall.(Congressional Record) The Memorial wall was built with more than 1000 tons of black Granite and was transported for California to Washington DC.
