Language Observation Paper
The interview took place at Midway Elementary School, which is a Title 1 school. Midway offers instruction in language acquisition for students whose first language is not English. Upon enrollment, students are administered the WIDA-ACCESS Placement Test (WAPT) to identify his or her level of English proficiency and to determine eligibility for ESOL instructional support. Educators use the results from WAPT to determine placement, monitor student process, and to design effective instructional plans that meet the specific language needs of the student. The students who qualify for language support receive instruction through a pull out model or in an inclusion setting.

Flack is the ESOL teacher responsible for providing the academic and language support that teaches students how to read, write, and speak using the English language. She speaks fluent Spanish, and designs instructional plans that target a small group of six students. Two of the students are from Mexico and have had no prior educational experience. They had to learn many school rules such as sitting down at the table in order to learn. They also had to learn cultural and social rules such as not kissing the teacher or touching her in an inappropriate manner.
To teach the appropriate behaviors, Mrs. Flack developed a behavior plan using picture cues as a strategy for orally explaining the acceptable behaviors. The behaviors along with the corresponding visual representations were also posted on a word wall as a daily reminder and reference for the students. Acceptable behaviors were reinforced by explaining classroom rules in the student’s native language and by handing out prizes when the desired behavior was accomplished. Another student in the group is from Russia and has attended school regularly in her country. In order to communicate with teachers and to complete classwork she is paired with a peer mentor who also speaks Russian. The peer mentor is used as a translator to answer questions and to assist her in completing classwork and

    Unfortunately, this mindset that students should “just know” what is expected of them has not served teachers or students well. Teachers must look at student acquisition of desired behaviors just as they approach the learning of academic behaviors. Only through direct instruction can educators be certain that students will learn and master desired behaviors and expectations in the classroom.     English language learners enrollment in the Council member districts has remained relatively stable over the past several years. In 2007-08, 1.1 million ELLs were enrolled in urban schools, accounting for 16.5 percent of total district enrollment. In 2009–10, 1.2 million ELLs were enrolled, accounting for 17.5 percent of total district enrollment (Uro & Barrio, p. 26, 2013). The No Child Left Behind (NCLB) Act of 2001 required students in grades three through eight to be tested every year in reading and math. While NCLB now holds educators more accountable with student learning, it now also tests English language learners (ELLs) in content areas (Coltrane, 2002, p.1). This denotes a question of validity and reliability with assessment. The positive and negative effects for ELLs may result on the heightened emphasis on high-stakes testing because their assessments are meant to raise the standards for learning; however, the disadvantage is that most of these high-stakes tests are only offered in English. When ELLs do not have access to the assessment due to their lack of language, it is hard to determine what is truly being tested; the content area or their language. This results in how the test data should be interpreted (Coltrane, 2002, p.1). In 2000, the Center for Equity and Excellence in Education found the assessment accommodations most frequently used for ELLs did not ensure that the learners’ linguistic needs were being met (Rivera, Stansfield, Scialdone, & Sharkey , 2000). Language is an evolutionary marvel that became an essential tool to human survival. We use it to communicate and express our thoughts. However, it is a privilege to learn a language; like how it is a privilege to read and write, without either one, we struggle to get our ideas across to others.
