Maturity is something your progress through all of your life. It is not something that just stops at your 21st birthday. Along with your maturity, your body and mind are developing all through out your life. If the FDA can determine that a 12 year old is developed enough to have dose of a medication, then an 18 year old is developed enough to have a glass of wine with dinner. Whether or not a person is developed enough maturity wise, physically, or mentally, the fact that drinking is seen as a rebellious thing to do for an under age person will always be there.
