Background and Significance Outline
PROBLEM STATEMENT:
The current food system that exists for all people in the world needs to be more equitable. More focus needs to be placed on initiatives that are created in order to help create food justice, and specific focus on goals and execution of goals put in place to attempt in creating food justice. I will look to school food programs to illustrate program implementation that attempt to create food justice. PROBLEM: SOCIAL EQUITY AND FOOD JUSTICE ARE LARGE PROBLEMS
Define social equity of food:
Access to healthy and affordable food:
Just and Sustainably grown food
Culturally appropriate food:
Alkon (2009) et al. described food justice as “access to healthy food, affordable, culturally appropriate food” (p. 289).
“To have healthy, culturally appropriate food, which is also justly and sustainably grown” (Sbicca, 2012, p. 456).
Define food justice in terms of equity: “achieving justice is not only a matter of redistributing goods, it is a matter of correcting disparities in social, political, and economic standings to allow those who have been historically underprivileged to advocate for their concerns” (Loo, 2014, p. 789&795).

Definition of a social problem:
"A social problem is a social condition (such as poverty) or a pattern of behavior (such as substance abuse) that harms some individuals or all people in a society and that a sufficient number of people believe warrants public concern and collective action to bring about change" (Kendall, D. Social Problems in a Diverse Society (4th ed). Boston: Pearson, 2007, p. 4.

    Society must look at other obstacles including cost. Tracie McMillan is the author of The American Way of Eating who also wrote the article “The New Face of Hunger” in which she points out how the government subsidizes processed food and crops that are not as healthy, but does not subsidize the healthy food needed. McMillan explains that, “In 2012 [the government] spent roughly $11 billion to subsidize and insure commodity crops like corn and soy, with Iowa among the states receiving the highest subsidies. The government spends much less to bolster the production of the fruits and vegetables its own nutrition guidelines say should make up half the food on our plates. In 2011 [the government] spent only $1.6 billion to subsidize and insure "specialty crops" -- the bureaucratic term for fruits and vegetables” (McMillan para 26). That lack of subsidy on speciality crops causes the prices to be higher to cover transportation costs; resulting in members of society not being able to afford fresh produce. It is unethical for the government to ask for healthier options be served in places like schools when in turn the prices of wholesome food are still too high for many budgets to afford.
