ABSTRACT The study aims to know how the different elementary schools in La Trinidad on the implementation of Mother Tongue Based Multilingual Education Program and if the students perform higher on the assessment after the implementation of Mother Tongue Based-Multi Lingual Education (MTBMLE), compared to the Old Curriculum. The MTBMLE is now on its two years of its implementation. As conceptualized by the Department of Education, the MLE does not mean simply adding a third language to the existing bilingual policy nor will it be confined to mere code switching and translation. Rather, curriculum content as well as organizational structures are to be redesigned (Cardenas). Localization is the best word to define the DepEd MTBMLE Program, by bringing the learners mother tongue as a medium of instruction and as subject in the curriculum, or it localized the language of learning. This movement of localization constitutes a sharp departure in the public school system’s language in education policy that for too long privileged only the colonial language and the national languages as language of learning. “The localized curriculum content of the learner’s language and culture is considered as an important resource for their development and effective learning. This is not only aim for mother tongue mastery in writing original materials and translating borrowed ones, but also cultural relevance so that the local writings, they produce reflect local people, events and realities, and are appropriate to the culture of the learner”(Cardenas). It is being supported by Walter & Dekker, 2011. In their study at Lubuagan: “In this Lubuagan experience could provide instructive lesson, where teachers were bridged from reading and

    Higher levels of literacy can be achieved in many ways. Two factors which play a role in acquiring these levels are the attachments of students to their previous cultures and their previous languages, more specifically the dialect, that they speak. These factors tend to change one’s personal identity and play a huge role in how one reaches higher literacy levels. In our two readings, Hunger of Memory: The Education of Richard Rodriguez and Voices of the Self: A Study of Language Competence, we see Richard Rodriguez and Keith Gilyard respectively go through these changes at home and in their school settings. Gilyard has a point of view which geared more towards incorporating one’s culture into his academic life is the proper way to go out to attain higher literacy levels. On the other hand, Rodriguez has a view saying that one must to completely rid oneself of his culture background in order to succeed and receive higher literacy rates. One can prove from their writings that in order to achieve higher literacy rates and succeed in doing so Rodiriguez’s view of ridding oneself of his culture is the best way in order to attain these levels.…

    In the story “Mother Tongue” Amy Tan tells the story of her mother and how her use of English within the family affected her early in life. She describes how that limited use of English had the potential to affect Tan’s choice of careers and her influence on literature. She begins by describing how she assumed the role of translator for her Asian born mother, who spoke with “broken English.” She describes situations where she assumed the role of translator for her mother. She was thrown into adult situations where she often told people on the other end of the phone that she was, in fact, her mother.     Upon my observation at Tice Elementary I noticed that the physical and social environment that was given in the classroom was one that prevented cultural deficit and cultural mismatch. The school had some grade levels that were English-only approach, while other grade levels used the dual language program. This means that the students learned content in English and Spanish. With the dual language program the school is able to meet the needs of the student’s native language and culture. They learn school content in both languages as well as have outside assignments in both. For instance, the students are to read books in both English and Spanish for homework.     In addressing this change of curriculum, a number of problems aroused. Many teachers from the primary level of education complained about the lack of budget for reference materials, curriculum guides, teacher’s guides and learner’s materials. Many parents also grumble on the lack of books for their children, lessons taught by the teachers which are Mother-Tongued Based, the Mother Tongue medium of instruction and its effect to the reading level of Grade 1 to Grade 3 pupils which according to them, is degrading because of the low standard. They claim that without books, children’s learning can’t be reinforced at home as they just depend on their notebooks for references. According to them, having all the subjects translated to Cebuano text except Filipino and English is such a difficult task because not all pupils are well-versed with the original Cebuano or Sinugbuhanon dialect that gives them a hard time compared to have the subjects in Filipino and English Language. Also, the reading level and comprehension of their children seem to be not the main concern as Grade one pupils are not required to read English.     Teachers will face difficulties in the change of language in school subjects especially for those who are incompetent in English. The Malaysian government declared to execute a new policy in the national education system in 2002 which is to implement the English language in schools for teaching of Mathematics, Science and technology subjects.
