THE PROBLEM AND ITS SETTING
Introduction
The implementation of liquor ban in Davao city is to encourage a safe and welcoming environment in the public places there are alcohol bans in certain areas in Davao. These alcohol bans are a measure to reduce the negative impacts that drinking alcohol has in public places in a particular area. The government officials also provide the police with an appropriate tool for dealing with the antisocial behavior caused by drinking alcohol. Although alcohol can form a positive aspect of the enjoyment of our parks and other public areas, we need to balance this with keeping our communities safe and helping create the world's most livable city. (CASAS, Arianne 2013) Davao City has enforced the ban liquor, the city major inked the ordinance No. 004-13 series of 2013 (an order amending ordinance No.1627, series of 1994, an ordinance regulating the operation of business establishment selling liquors, coconut wine and other nature wine and other alcoholic beverages in the Davao City) in August accordingly, vendors shall not sell liquors (from 1:00am-8:00am the amended ordinance strictly beverages to minors in business establishment. The amended liquor ban also prohibits drinking in all public areas in the city at streets, plazas and parking areas. Mayor Rodrigo Duterte wants to maintain the peace and orderliness in the city and minors frequently visiting resto bars. The benefits that the people will get through the proper implementation of the liquor ban are to reduce incidents of violation and criminal damage, a better public imaged, reducing alcohol consumption, better mental health increased confidence and self-respect. The City Councils also amended the penalties to any violations to the provisions of the proposed liquor ban.
