1. What were the challenges faced by Naga City upon assumption of office of Mayor Robredo? How did he address the challenges? Before, Naga City was not known and was not a highly urbanized city. It is landlocked and not centrally-located thus, it is not an ideal place to build a business. Also, it faces difficulties/problems in economic and social aspects. There were overspending of money, market hit by fire, crowded central business district, unmanageable traffic, low business sector confidence, poor taxation, deteriorating basic services, rising crime rate, proliferated smut films/lewd shows, rampant illegal gambling, and growing numbers of homeless urban poor population. through a participative visioning process – the Naga City’s Governance Model. This model comprises of: (1) “growth with equity” as a core philosophy; (2) partnership with local government unit (LGU) and various agencies for priority undertakings; and (3) participation of the people, their active engagement in the governance process, all for long-term sustainability.
2. What can you say about the strategies used by former mayor Jesse Robredo? Why do you think it was successful? The strategies used by former mayor Jesse Robredo to uplift the status of Naga City were pretty impressive. He focused not only in one aspect but in all aspects whether it is for governance, economic development, area development, urban poor, education, and health services. What is praiseworthy in him is that he uses his heart as well as his head. After he has looked at the details and information in his head, he lets his heart take a glance, too. He is not only a manager – he is also a friend – a humble and hardworking one. He considers all Nagueños as his partners in the development. Also, he is an active one. He constructs strategies and plans and sets them in action. He is both a man of notion and a man of action – both an idealist and a doer like what his successful programs/projects show. It has the so-called concept of “growth with equity”. Here, it upholds economic development and maintain the implementation of pro-poor projects. Also, it does not hold people down but lifts them up. It reaches his hand to help poor people scale the peaks. Second is the functional partnership. Partnership with various agencies and LGU are important for the continuous progress of a city, glorifying team spirit. The third one is people participation. There will be no city if there are no people. Naga City shows faith in people i.e., giving them voice and place in governing the city. It sees things through the eyes of the Nagueños – believing in them, trusting them and thus, draws out the best in them. Like what is written in the article, what is Naga City now is not only the sum total of what its people has become; rather, it is the product of what its people have contributed to
