THE PROBLEM AND ITS BACKGROUND
Rationale The mandate of the State Universities and Colleges (SUC’s) to set up the adoption of modern and innovative models of transmitting knowledge for the promotion of greater access to the resources of the University is clearly articulated in R.A 8292. To address this, the four major functions of the university, which are instruction, research, extension and production have been operationalized. Focus on the extension function, however, has not been as much as on instruction and research activities until a growing concern from the Commission on Higher Education (CHED) and the Accrediting Agency for Chartered Colleges and Universities of the Philippines (AACCUP) included it as quantifiable indicator for the accreditation of an academic institution to offer or pursue quality higher education curricular/ co-curricular programs (Quilang, 2003).
Extension programs provide alternative solutions to socio-economic problems. Promote awareness and productivity to the people especially to those less privileged. Extension services purpose is to provide better opportunity to improve the ways of life of people in identified communities. By educating them, imparting the people needed knowledge and skills that they can use as a medium for transformation. Extension program is an essential tool to foster change and development in the lives of the clientele, to enhance and uplift their kind of living.
But in order to come up with a truly effective services or programs in a community, a need survey must first be conducted prior to the development and implementation of extension program. Community Needs Assessments seek to gather accurate information representative of the needs of a community. Assessments are performed prior to taking action and are used to determine current situations and
