1. Are the services of these local libraries pure public goods? Why or why not?
It is my opinion that the local libraries are not pure public goods. They are considered a common-pool goods which have a public characteristic and exclusion is non-feasible with competing and exhaustive use because when used it becomes unavailable to others. In its natural state may not be valuable to others, but when used it becomes valuable to the others when used (Mikesell, 2014).

4. What library services should be free and what could be subject to a charge? Why?
It is my opinion the meeting rooms should be a charge, late due books. The reason meeting rooms and late dues are to be charged this should help with the cast of the upkeep of the library and supplies that are not covered within the libraries budget.
5. What would be the concerns raised if many services were made available only on a charge basis?
The concern is that we as a nation have not fully recovered from the meltdown in 2006. Prices of goods and services continue to rise and people are not able to afford food, electricity, gas, and rent, water the basics of life which lead to a shift of poor, middle-class and then the rich, now it’s the poor and the rich. Right now there different types of public services being offered if makes it not as visible to those that are not receiving the
