Officer Cygan's Injustice
Officer Cygan communicates in a professional manner with his supervisors and peers. He is able to articulate information through conversations, e-mails, and prepared written reports.

Officer Cygan is able to easily speak with his supervisors about concerns and department issues. Officer Cygan expresses himself in a professional manner about his views and usually offers a suggested solution.

I witnessed an example of this when the La Plata County Jail was implementing a new jail intake procedure. Officer Cygan participated in a trial run of the procedure. Officer Cygan offered his opinion and the flaws he observed in a memo to Command Staff. His observations served to delay the implementation until the flaws could be addressed and fixed.
