The Ohio Legislature directed Ohio’s Governor worthington to negotiate a deal with Clinton on January 9,1817, but due to the cost the Ohio Legislature dallied and nothing happened for the next three years. Finally in a fit of progressivism, the Ohio Legislature passed acts to fund the canal system and the state’s public education obligations, in January 1822.
