"Panopticism" by Michel Foucault
"Our society is not one of spectacle, but of surveillance; under the surface of images, one invests bodies in depth; behind the great abstraction of exchange, there continues the meticulous concrete training of useful forces; the circuits of communication are the supports of an accumulation and a centralization of knowledge; the play of signs defines the anchorages of power; it is not that the beautiful totality of the individual is amputated, repressed, altered by our social order, it is rather that the individual is carefully fabricated in it, according to a whole technique of forces and bodies." (240, Foucault)In the essay, Panopticism, by Michel Foucault, he makes the argument that we live in a society of "surveillance". It is mainly this surveillance that forms the basis of authority that draws the individual to believe that the world he lives in is one that is continually watching over him. This becomes another aspect of power where it underlies the main idea of separation as one of the many forms of forces in the Panopticon.

The effects of surveillance are clearly discussed in Foucault's essay. The infected population was always observed by presenting themselves at their windows for attendance. If they did not look out the window at that time, they would be considered and marked as dead. Their family would be removed, the house would be cleaned out, perfumed, and then, mere hours later, people would move back in. Obviously, the fear of not being watched would be strong in this situation, resulting in drastic measures taken once someone could not be watched. The plague stands as a representation against which the idea of discipline was created. The existence of a whole set of techniques for measuring and supervising abnormal beings brings into play the disciplinary mechanisms created by the fear of the plague.

    This was a signifier of the important influence for new techniques of disciplinary technology which lead to surveillance. Foucault wrote a book ‘Discipline and Punish’, where he used Bentham’s design as an argument of knowledge and power. “The panopticon brings together power, control of the body, control of groups and knowledge (The inmate is observed and examined systematically in his cell).” [1]Foucault explains the use of the panopticon, the controller from the middle tower is able to see the individual inmates in their cells.     The plague illiated a growing rational and proactive response, by the state and educated class. In 1512 Erasmus, a Christian humanist who prepared a new edition of the Latin and Greek testament, he was also known for his techniques using humanism to write his texts, proposed a scientific explanation blaming uncleanliness for the plague (Doc 2). The plague was carried around by rats which contributed to the dispersion of the bacillus. The areas that were the most susceptible to the plague where those with the most famine. In 1571 Heinrich von Staden, count of the Palestine, observed some of the cardinal consequences of the plague such as roads being guarded so that infected people didn’t move from the infected area (Doc 5). The closing of roads led to a disruption in trade throughout Europe. This had a major impact on economy. Only upper class people were able to afford the expenses required if they got infected. In 1576 Motto of Giovan Filippo, physician who is believed to be the first person to have described chicken pox, concluded that diseased had to be in quarantine, citizens who violated health regulations had to be punished and all infected items had to be burned (Doc 6). Not everyone could afford to pay quarantine and the ones who could pay for it were those who didn’t need it. The people who were the most affected were the peasants and they couldn’t afford it.     The idea in Panopticism is to convince society that their actions are monitored by others. Foucault’s point is that “power should be visible and unverifiable.Visible: the inmate will constantly have before his eyes the tall outline of the central tower from which he is spied upon. Unverifiable: the inmate must never know whether he is being looked at at any one moment; but he must be sure that he may always be so” (320). The Panopticon should make people believe they can never verify if someone is watching them, and so they portray themselves as authority wants.     This idea is based on a drawing of a prison by J. Bentham; the prison is set up in a circular building with isolated cells, while a central tower in the middle houses guards who are able to watch the prisoners’ every move. However, because of the set-up, inmates can never see the guards. This causes a psychological, rather than physical, effect on them. Foucault believes this concept can be applied to modern society, as people are watched by cameras, monitored by the government, and warned by menacing signs.
