Plan Colombia: the US aid package given to Colombia to combat the drug war through military means that has been worth over 5 billion dollars since 2000.
Now I will give a Resolutional Analysis: This resolution implies immediacy (therefore this argument is resolutional and fact based) so the pro must prove that Plan Colombia should be ended right now.
