Leo saw an opportunity to resume the St. Peter’s project by authorizing the sales agreement of indulgences in Albrecht’s territories.Half of the profit from these sales would go to repaying Albrecht’s debt. They were in debt with the Fugger bankers for a loan. The loan was needed to purchase other necessary things the other half would go to rebuilding St. Peter’s. Therefore, in 1515, Leo improved the law by authorizing the sale of indulgences.
However , the outcome of this was the 95 Theses. The 95 Theses questioned Leo X Papacy. This theses was a long list of questions up for debate that somewhat targeted Leo X. A lot of these theses directly criticised the practice of indulgence. One example was the Saint Petersburg Scandal , which took place in the 1500s. “Why does not the pope, whose wealth today is greater than the wealth of the richest Crassus, build the basilica of St. Peter with his own money rather than with the money of poor believers?” Shortly after this chaos an apology letter was drafted but never sent to Pope Leo
