Therefore, the communities that are at a disadvantage deserve federal help in order to level the playing field. This is portrayed in the mass incarceration of the black population. This book shows how this trend was prevalent during the civil right movements as well. Thurnell goes to jail for his crimes, but Sheriff Poppell, who is white and committed crime during his entire time as sheriff, receives a slap on the wrist instead of jail time.
