The purpose of education is to gain knowledge and skills so that people can lead a prosperous and happy life, and the society can advance as a whole. The ability to educate is one thing that differentiates man from other animals. Man, who lived as tribal people before civilizations, passed his knowledge from generation to generation through informal teaching. However, when man advanced and became an organized society, he established formal institutions that specialized in passing knowledge to the next generations. As international schools are registered as companies, the Ministry of Education has no authority to supervise them. By introducing legislative measure, the government can ensure that the private and international schools provide a quality service to the public while supporting the government objectives. Other countries has similar arrangements. For example, in UAE, education ministry has a separate unit that supervises international schools. Education inspectors visit and check the schools to ensure that they meet the required conditions, and they grade schools, creating a healthy competition among them, which improve the quality of education system as a whole. Therefore, by increasing regulatory measures, the government can improve the quality of the entire education system, not just private and international schools
Also, the quality of the education offered by some of the international schools are lower than the expected level. They do not have a qualified teachers who can teach in English. Furthermore, many international schools do not pay competitive salaries, which make it impossible to attract qualified teachers. Also, the people with good English skills get well-paid jobs in other sectors. Therefore, many international schools lack qualified
