According to the CDE “each charter petition must contain reasonably comprehensive descriptions of each of 16 required elements. The 16 elements, as specified in EC Section 47605(b)(5)(A-P).” Once the petition is submitted then there is a public hearing held within 30 days of the petition, from there they are given another 30 days to approve or deny the petition. There are many arguments out there that oppose and some that are for Charter schools. Some positive arguments out there are that Charter schools have more freedom to operate, they create competition among schools, they don’t need to follow the same regulations which allows them to be more innovative, less paperwork done, more cost effective, and due to the fact that they don’t have to focus so much on the paperwork and regulations they can tend to those students who are more at risk. The negative arguments are that these Charter schools take away from Teachers Association,
