Please read the article by Robert C. Bonner, “The New Cocaine Cowboys: How to Defeat
Mexico’s Drug Cartels.” Answer the following questions and be sure to bring a hard copy of your responses to class on the day of discussion, which is noted on the syllabus. I will collect your written responses at the beginning of class.
1. According to Robert Bonner, what can explain the rise in power of the Mexican drug cartels over the past twenty years? According to Bonner, has the Mexican government’s policy under Calderón been successful? Why or why not?
2. What lessons can we learn from the Columbian government’s war against Columbia’s drug cartels?
3. What are the strengths and weaknesses of Bonner’s argument? Overall, what do you make of it?

The cartels are formed in groups and structures to control the production and distribution of narcotic drugs. They are criminal groups that develop and control drug trafficking operations. Mexico, the state that is right now is a very heavy situation that is difficult to control. Cartels range from wacky managed agreements and work separately and have rivals they are to dodge.     The media represents Mexico drug scene as a replica of the Colombian Model. Mexico did not begin to traffic drugs until sixty years ago before the Colombians decided to get into the trade. There are two different political systems in both countries; the history and the structural relationship of the drug traffickers to the political powers in Mexico.
