an Internet business specializing in the sale of oversize shoes ranked among the top results in Google searches for its products. Its prime location on the virtual equivalent of new York’s high-end shopping mecca Fifth Avenue brought a steady stream of clicks and revenue. But success was fleeting: mine the most relevant results in the index. Although the precise workings of these algorithms are kept at least as secret as Coca-Cola’s formula they are usually based on two main functions: keyword analysis (for evaluating pages along such dimensions as frequency of specific words) and link analysis (based on the number of times a page is linked to from other sites and the rank of these other sites) (see Figure 1).

That November, Google’s engineers modified their search engine’s algorithms, an update later dubbed “Florida” by the search-engine community. 2bigfeet’s rankings dropped abruptly just before the Christmas selling season, and this Internet success story was suddenly on the brink of bankruptcy.2 Search engines have established themselves as critical gatekeepers of information. However, despite an increasingly monopolistic Internet search market, they and the implicit filtering process in their rankings remain largely beyond public scrutiny and control. This has inspired us to explore an increasingly topical question: Should search-engine ranking be regulated? Search engines generally work by indexing the Web through so-called crawler programs.     Introduction. In the appeal case of Google Inc v Australian Competition and Consumer Commission [ 2013] HCA 1 (6 February 2013)the High Court ruled unanimously in favour of Google and held that the company had not engaged in misleading or deceptive conduct contrary to s 52 of the Trade Practices Act 1974 (Cth) (The Act). This saga between ACCC and Google Inc started in 2007 with the ACCC initating proceedings in the Federal Court to seek relief for Google contriving section 52 of the Trade Practices Act the primary judge (Nicholas J) dismissed this. On Appeal to the Full Federal Court their (Keane CJ, Jacobson and Lander JJ) allowed the ACCC's appeal, and made declarations to the effect that Google had contravened s 52 of the Act by publishing the search results. This Case has since been taken to the High Court where the primary issues relating to whether Google could be held liable for the organic/adverise results and how google acted as mere conduict. {2} The ongoing saga has been stretched over a 5/6 year period and the final result in favour of Google Inc could have easily swayed in favour of the ACCC due to the previous appeal decisions in lower courts. The social policy implications for what this will mean for future search engines and the future of other online advertsing as technology delevelops and how it will stand agains this ruling and act.…

Now, we can easily say these things such as "child pornography, hacking, and objectionable material on the Internet are bad and should be taken off." This is the easy way out. We have to realize that the Internet is an extremely complicated network of computers worldwide and that we can't just look around and find these "bad things" and get rid of them. We also need to realize that the problem doesn't just exist inside the United States. Sure, we can bust all the host computers containing these things in the United States, but the Internet is a worldwide network. So, the United States government cannot patrol the world or make laws making these things illegal. Coalitions need to be formed worldwide to help in the finding and annihilation of the harmful and obscene material. I think that the easiest way to help fight this problem would be to get the United Nations to form a council that would find these server computers and re-format them and sell them off at a profit and keep the money for the United Nations.<br><br>Like any other form of communication, such as telephone or newspaper, the Internet should be treated in some respect.
