role of bureaucracy in Indian administration
In the modern administrative system of India, the role bureaucracy or the Civil Service is undeniable. A very common concept of bureaucracy is that, it is the ‘combination of organizational structure, procedures, protocols and set of regulations in place to manage the functions of large organizations’. It is in the system of an administration where there is a specialization of functions, stipulated qualifications for office, action according to the fixed rules and a hierarchy of authority and delegated power. However, it is an idea that a bureaucracy usually does not formulate policy but, executes it. The present Indian bureaucracy is an arm of the government. It is technically considered as a branch of the executive. However, the legislature also contributes to its functioning. Administrative bureaucracy in India is the contribution of two major sets of influences: British tradition of the past and the democratic welfare state of the present. It embodies the features of an inheritance of the British regimen, a conservative solid framework and a ‘touch me not’ attitude. Inevitably the Indian bureaucratic system has often been blamed for its dysfunctionality However, in contradiction it can be said that its the same system that passed through the testing times and survived for the last 66 years. Under the bureaucratic system India has achieved the second highest economic growth rate in the world, till date.
. ROLE IN DEVELOPING COUNTRY LIKE INDIA
1. Implementation of Policy —
It is the most important and fundamental function of civil servants. They execute laws and policies to achieve the target of welfare state which carries on the motto of social equality, development and so on.
2. Formulation of Policy—
Formulation of Policy is the function of parliament But civil servants also have a role to play role in it. They aid and helps the ministers in policy making. Political executives are not professionals thus they don’t understand the technicalities of
