Baby P.
Baby P was a 17 month-old boy who died in 2007 after suffering a series of injuries. He suffered from over 50 injuries within a period of 8 months. In December 2006 a GP noticed bruising on Peter’s hands and chest. Baby P’s mother, Tracey Connelly, was arrested and the care of Baby Peter was handed over to a family friend, however Baby P returned to his mother in January 2007. Within a period of a few months Baby P was admitted to hospital on two occasions with injuries including bruising, scratches and swelling on the side of his head.
In June 2007 a social worker observed marks on peter and informed the police. A medical examination concluded that these injuries were due to abuse. In July 2007 Haringey Council’s Children and Young People’s Services received legal advice indicating that the “threshold for initiating care proceedings was not met”.
On the 3rd of August an ambulance was called and Peter was found in his cot. After attempts at resuscitation Peter was announced dead. A post-mortem revealed that he had swallowed a tooth after being punched. Other injuries included a broken back, broken ribs, mutilated fingertips and fingernails missing.
The police immediately began a murder investigation and Tracey Connelly was arrested along with her boyfriend, Steven Barker and his brother Jason Owen.
After Peter’s death and internal audit Serious Care Review (SCR) was initiated by Haringey Council. After completion of the court case only an executive summary was released to the public, the full report was kept confidential with only some employees of Haringey Labour Councillors allowed access.
The Mail on Sunday newspaper on March 15th 2009 reported that details of the SCR report had come into their possession. The article claimed that the executive summary either conflicted or omitted details about how the case had been handled and the extent of the injuries that were suffered by Peter. The
