Sans Culottes were common people in the lower classes who were peasants and urban labourers in the late 18th century and early 19th century in France. Sans Culottes refers to their lower class status. They were an important political group and they were a major part of the French Revolution. Culottes were fashionable short pants that were only down to the knees and tied there, but in some cases reaching the ankles. The privileged social classes wore these to distinguish themselves from the lower class.
