5.1 Security Operation before Transition
ISAF assisted the Afghan National Security Forces (ANSF) in the conduct of security operations throughout the country. For the last phase of operation an important priority for ISAF was to increase the capacity and capabilities of the Afghan forces. As responsibility for security was progressively transitioned to Afghan lead and ISAF shifted from a combat centric role to training, advising and assisting. The multinational force also helped to create the space and lay the foundations for improvements in governance and social economic development for sustainable stability (ISAF's mission in Afghanistan, 2001-2014).

These include adopting an enlightened constitution in 2004, creating a national army and a national police force, dismantling major factional militia units, building a national economy from ground zero, expanding and improving a formal education system, and improving the status and future of Afghan. However, the government needs to bridge the gap among the conflicting ethnic groups. Political parties are very weak in Afghanistan. The Parliament divided into disunited and dissatisfied groups poses a grave threat to political situation in Afghanistan. Over the past ten years, Kabul has successfully reduced the power of warlord but their networks continue to influence provincial administration. Meanwhile, former factional commanders who have been integrated into the main stream are likely to cause division among the government employees too which will ultimately weaken the political status of Afghanistan.
The land that is so diverse in nature holds majority of the population in the rural areas and hence they become the major part of the Afghan politics. Unequal distribution of government facilities to the outreach areas will be a major problem bringing about political instability and on the other hand there remain chances of this rural population getting exploited for the cause of the elites.
