Foreign Materiel Acquisition and Bear Spares:
The United States assisted Iraq through a military aid program known as "Bear Spares". U.S. military made sure that spare parts and ammunition for Soviet or Soviet-style weaponry were available to countries which sought to reduce their dependence on the Soviets for defense needs. If the "Bear Spares" were manufactured outside the United States, then the U.S. could arrange for the provision of these weapons to a third country without direct involvement
Chemical and biological exports:

And these donations do not include US commitment of $297 million to the worldwide reconstruction effort undertaken by the international community at the Tokyo donor’s conference.
Because all of the women and children in Afghanistan had no opportunity to engage in the political, economic, or social life of the country. They were deprived of their rights to private property and free speech. They were often barred from access to equal justice, education, and health care. So, US created “Afghan Women and Children Relief Act” which is an important piece of legislation to provide educational and health care assistance to the women and children of Afghanistan.
Rebuilding a stable Afghanistan:
America can help create an environment in Afghanistan for the establishment of a stable government, and it can help the Afghans rebuild important state institutions, including a national army and a police force. But only the Afghans themselves can build a nation.
