Based on the analysis framework of efficiency and effectiveness, the following discusses the completely different planning decisions and results generated by this case under different interest appeals and decision mechanisms. The aim of the Site of Special Scientific Interest (SSSI) is conservation, which has caused strong opposition from Sha Lo Tung Development Co., Ltd. and the villagers. The villagers feared that Sha Lo Tung would be listed as a conservation area, and the villagers’ “luxury house dream” would be crushed. They will not be able to use land resources in exchange for economic benefits, such as building large-scale houses or making any large-scale development in the district. What is even more paradoxical is that Sha Lo Tung has been caught in an implacable stalemate because of conservation decision. The reason is that about half of the land rights belonged to Shaluodong Development Co., but the development company did not have the obligation and incentive to conserve the natural habitat of Sha Lo Tung. Therefore, the government needs to respect the rights of the owners. It is not the government that can do it as it pleases.
