While Germany was determined to stay out of any conflict between Austria-Hungary and Serbia, they did say that they would honour their obligations and alliances found in the Triple Alliance should another Great Power get involved in the
conflict . There is a significant amount of evidence to show that at this point both Russia and Germany knew that they were in trouble. Austria-Hungary had no intentions of backing off of Serbia and wanted to invade as soon as possible. Russia was obligated in its agreement to assist (regardless of whether they wanted to or not) and Germany knew that as soon as Russia was involved they had no choice but to step in and defend Austria-Hungary. They knew that this was going to happen, and yet neither of them was willing to step in and try to get Austria-Hungary to back down. Indeed, they were deeply aware that by proceeding in their actions that they were at risk of “involving Europe in the most horrible war she ever witnessed” . On July 28, 1914 Austria-Hungary declared war on Serbia , and the First World War was set in motion.
