Firstly, a special educational needs teacher when they are talking to Karim they may talk about how his behaviour is unacceptable. They may talk in a high tone of voice to make him understand how they are feeling about him now. Whereas, the special education needs assistant, support assistant or therapist if they are helping Karim in something their communication skills will be different. Especially, if they are having extra help. They may speak in a low tone of voice. This is to make him appreciate, which will be much easier for him.
Meanwhile, the head teacher of a primary and secondary might use appropriate low tone of voice if they are talking to a child who misbehaves. Although, you may expect the head teacher to shout. This will help the child to understand instead of shouting. This is especially because the children have learning difficulties.
