To achieve the overall vision, goal and target tourism development of the Philippines the National Tourism Development Plan seeks to leverage the competitiveness of the country by proposing three (3) Strategic Directions: (1) Develop and Market competitive tourist products and destinations; (2) Improve Market access, connectivity and destinations infrastructure; and, (3) Improve tourism institutional, governance and industry manpower capabilities.

This section focuses more on the first strategic direction which is the Strategic Direction 1: Develop and Market Competitive Tourist Products and Destinations. This strategy aims the following: * develop a diversified market-orientated product portfolio linked to a destination framework that physically includes all tourism development areas of the Philippines, and provides economic opportunities to a wider number of people—especially amongst the poor; * Varieties of Products are linked to the tourist destinations and shall be beneficial for both the business sectors (private industries) and the local community (especially the poor ones). These products could be tangible (goods) or intangible (services) that are to be offered in all tourism development areas of the country.     According to the Philippine National Tourism Development Plan 2011-2016, DOT wanted the Philippines to be a must-experience destination in Asia.
