Educators who test new techniques are punished with extra work and the disapproval of their peers. The document is on the UNESCO copilada anthology entitled " innovation time " and it is stated that the current world already has the knowledge and sufficient means not only to refine the procedures , institutions and educational systems but also several alternative ideas to stop existing The main strategy tends to bring change and innovation has been to bring an action for educators or at most for them but not with them.
The innovative change and creator must be a voluntary action.
Much of the resistance to change is the result of experts and researchers tell the teachers that they were wrong and should follow their advice .
Working with educators try to teach them to think creatively and practically , which means that the administrative section should be designed to foster an innovative climate. A close and power hungry bureaucracy is easily transformed into a rigid crust that prevents innovative efforts without allowing educators to offer , on the ground, the services of their choosing .
As regards changes in teaching techniques , no law , inspector , can have effective action. Any real influence should depend on voluntary participation.
An open and ongoing between educator , student and expert dialogue should allow improving these energies.
It is clear that innovations in education do not automatically appear . They must be invented , planned, instigated and implemented, so that pedagogical practices are better shifting and changing goals of education standards fit .
The thesis on changes in base rests on an optimistic view of the individual. But the pedagogical company was founded long on theory of motivation , according to which students learn because they want to avoid unpleasant consequences : this is one of many conditions, contradictions with what psychology has discovered about the reactions of humans.
