This section of our Project Charter includes all the documents that we have completed as part of our analysis of the systems that the ICC Board of Directors has asked us to investigate. This strategy discussion summarizes the main points from the detailed documents that follow.
Problem Chain Analysis
This document serves as an overview of problems in the current system. It outlines the problem symptoms and indicates the root causes of those symptoms. It also covers objectives, performance criteria, and constraints of the proposed system.
The problem chain for ICC’s current system indicated two main problems. First, the current system is extremely fragmented, actually consisting of several different systems and data stores, which lead to efficiency problems as well as data integrity issues. Second, alumni involvement with ICC was lacking, which resulted partly from ICC’s inability to harness and organize their current data stores.
Goal Analysis
This table breaks down system objectives into definable goals and actions sorted into three categories: system quality, project management, and organizational relevance. Each goal is stated clearly and specifically, and is paired with an appropriate action item.
Important goals indicated by ICC’s goal analysis include:
SQ: Maintainability – ICC has no in-house IT staff
PM: Timeliness – System must be implemented by the end of the semester
OR: Efficiency – Contact information needs to be kept current; system should improve accuracy of contact information
Risk Evaluation
This form evaluates the proposed system risk based on a set of standard system risk criteria in four categories: the organization, the information system, the developers, and the users (internal and external). Each criterion is considered in the context of the organization and proposed system. Each criteria is rated (-1, 0, +1) and the ratings are totaled, providing a project risk index.
