It is imperative to have strong military leaders because without them the military could not function. They would be disorganized, dysfunctional, and it would be complete chaos. The officers that should be giving out the orders cannot, because they are incompetent. That would lead to the people waiting for the orders having nothing to do, so they leave since they are no longer needed.
