Study Abstract
Development in Papua New Guinea (PNG) has been very rapid in some areas but in other areas stagnant. PNG has twenty two provinces of which not all of them have abundant resources. With regard to such provinces that do not have that much natural resources then turn to their most important resource, the human resource. Manus Province is not an exception to that. Manus is the smallest province in the country in terms of population and land size. With not much natural resources to help develop the province, it depends on its human resource thus we see the movement of the provinces highly skilled elites into the urban areas and also out of the country as well. This brings me to my topic of research which is Brain Drain, Development and Globalization in Manus Province: Perceptions of Manus students in Divine Word University and Madang Technical College.
Brain Drain is a big issue in PNG where we see our highly skilled people moving out into the world to look for better and greener pastures as they say. In a more PNG context, we can say that there is brain drain of highly skilled elites from provinces that have fewer opportunities to provinces that have more opportunities. Manus Province has seen more people leaving the province to other areas of the country compared to other

    India has spent a great amount of her income and wealth in creating scientific, technological and educational infrastructure. Brain drain may be defined as emigration, especially from developing and underdeveloped countries to developed ones, by intellectuals, experts, highly qualified professionals like scientists, engineers, doctors, economists and other technically trained persons. It means depletion of intellectual, professional and technical resources of one country and enrichment of another. Almost all the developing and underdeveloped nations have been suffering from this problem since long. India is no exception. The problem is really very serious and must be addressed immediately. Thousands of Indian scientists; doctors, engineers and other highly qualified and trained persons have been immigrating to the advanced and developing countries of Europe and America. This exodus of our young, promising and bright professionals and scientists, to developed countries of the West, in search of greener pastures and better career opportunities, is a matter of great concern. The departure of these highly talented and trained people, forming the intellectual backbone of the nation, has a detrimental effect on the economic, technical, scientific and mental health of the country. This huge outflow of our scientific, technical and managerial manpower is common and widespread in all the fields and professions, like medicine, engineering, education, technology, computer science, business management and human resource development. A big percentage of our national income is being spent on the education and training of these young men and women. And when they are in a position to serve the country, as highly skilled professionals and scientists, they migrate to rich and developed lands.     The other problem is that of finding working places for such a great number of specialists. The Federal Government should do something about this problem. Creating those places for young people is the burning question now. There must be a lot of new plants, factories, hospitals and other enterprises to give jobs to all the graduates. But there is one more problem when people who leave one or institutions are not satisfied with the working conditions and work as other specialists. As a result they have only their diplomas but they do not work according to their professions. And it is also very bad.
