Special Education and Related Services According to research IDEA “strives not only to grant equal access to students with disabilities, but also to provide additional special education services and procedural safeguards” (IDEA (The Individuals with Disabilities Education Act)). In order for a child to be found eligible for special education and related services they must go through the ten step process. This paper will focus on the ten step special education process and the case scenario.
Case Scenario The case scenario itself describes a young girl that is currently in the third grade. Bryanna currently is not on and IEP or a 504 plan. At the …show more content…
time of the case study it states that she is currently in the general education classroom for all of her instruction time (NCLD Case study.pdf, 2006). The case scenario takes us through Bryannas testing scores in three different areas or tiers as it is stated in the actual case scenario. In the rest of this paper I will discuss the different steps of the special education process and if Bryanna should qualify for special education. In reviewing the scores given in the case scenario I would say that Bryanna should qualify for some type of special education and related services under IDEA.
Special Education Process The special education process itself is made of ten different steps that must be followed to appropriately place a student in special education. In the process the ten steps are child find, the evaluation, eligibility decision, services to be provided, the IEP meeting is scheduled, the IEP meeting, carrying out the IEP, child’s progress, IEP review, and reevaluation of the child (The Special Education Process under IDEA 2004). In following these steps each part if very crucial to helping the child gets the best education they can. The actual process is beneficial for the child, the parents, and the school. Bryanna might be eligible for services in some areas but not others it all depends on what is found in the evaluation.
Child Find, the Evaluation, and Eligibility The first step of the ten step special education process is child find.
According to The Special Education Process under IDEA 2004 “the state must identify, locate, and evaluate all children with disabilities in the state who need special education and related services” (The Special Education Process under IDEA 2004). It is within this step that Bryanna would be found and after looking over her testing scores would be sent to the next step in the process being the evaluation. In the evaluation Bryannas testing scores will be looked over to help decide what services she might qualify for. It is also within the evaluation process that Bryanna would be tested to see what type of disability if any she might have. After evaluating Bryanna a team will then be put together to look over the results. After the team looks over the results it will be determined if or what types of services Bryanna will receive. It is at this point in the process after she is found eligible that according to research “within 30 calendar days after a child is determined eligible, the IEP team must meet to write an IEP for the child” (The Special Education Process under IDEA 2004). Bryanna has been found eligible for services and is now ready to start the IEP …show more content…
process.
The IEP and the IEP meeting Now that Bryanna has being found eligible for special education and related services the IEP process can now begin. At this point in the special education process the IEP team will be formed and the meeting will be scheduled. After the meeting is scheduled and parents have been contacted about the meeting the meeting can now take place. It is at the IEP meeting that the child’s IEP is actually written. The IEP meeting is one of the most crucial parts of the process as the IEP will set in stone the goals and areas that Bryanna needs help in. Through research it is found that “the school system cannot start to provide any of the special education services until the parents sign off and giver their consent” (The Special Education Process under IDEA 2004). It is after Bryannas parents give consent that the school can actually start to implement the IEP and all the services can be provided. Bryannas progress towards meeting her goals of the IEP are measured and reported to her parents regularly as the goals are meat or being worked on.
The IEP review and Reevaluation Now that Bryanna has and IEP and is receiving special education services her IEP will be reviewed every year.
It is at this point that “if parents do not agree with the IEP and placement, they may discuss their concerns with the other IEP team members and work on an agreement” (The Special Education Process under IDEA 2004). The parents role is very crucial in the IEP and the IEP process, as parents they should be involved in every step of the process. The last step of the special education process is the reevaluation. According to research and IDEA “at least every three years the child must be reevaluated, unless parents and the school system agree that the reevaluation is not necessary” (The Special Education Process under IDEA 2004). The reevaluation is the time when the child can be evaluated again to see if they need any more services or if the still qualify for special education services at all. It is at this point in the process that if Bryanna has meat all of her goal in her IEP that she would be reevaluated and re
tested. In conclusion, the special education process is a very crucial process for students that are having difficulties with school. Not every child that has a problem with different subjects in school might qualify for services under IDEA but it still helps to see if the qualify for any services at all. In Bryannas case it was found that she did qualify for some services and would benefit from special education.
