This is sought with the view of ensuring that the public access essential services with accountability and credibility (Akintoye, Beck & Hardcastle, 2008). Importantly, one of the concerns of establishing the PPPs policy is to ensure that better service provisions are available through the operational efficiency. It also seeks to improve the efficiency of service provision through incentivizing the private entities to ensure that their projects are done within the needed time and budget. Similarly, it is important to impose budgetary certainty by ensuring that the present and future costs are well set from the right perspective. Another important concern is whether the PPPs would be utilized as a way of developing private entities, their capacities and capabilities to link their ventures with the bigger international corporations, and similarly to ensure a smooth subcontracting opportunity to local corporations in different realms identified to be of greater interest of the public good (Aman, 2001). The policy sought here is to ensure that the private and public entities work in agreement with each other to attract the better services that the public would need. The law of accountability should hold both the private and state companies to be liable to any responsibility and violation of the law in this regard. As a result, there should be contract laws that guide the ways contracts are awarded to the private corporations. The government should have the responsibility to oversight and supervise the functions of these private entities to ensure that accountability is guaranteed (Hodge & Greve, 2007). There is also need to establish measures for fees for service so that all the services offered are paid according to the stipulated regulations. Health and health standards are also concerns that the policy seeks to implement. Both the workers and the service recipients should be assured of a healthy environment. Doing so would ensure that the corporations live with the corporate social responsibility provisions to protect the environment and the people.
