There are many individuals who benefit from this program. For instance, children, teachers, police and community. The reasons being children are offered accurate and important information that can save lives and raise awareness. While offering appropriate resources that can reduce crime and drug use within communities. In regards to Head Start, many poor and low income families benefit from this program. For example, this programs and its services help children and families by offering high quality education for no cost which allows all children, regardless of socio economic status to have a fair chance to an early education which creates a solid foundation for the continuance of their education later in life.

Sadly, Hurricane Katrina was a natural disaster the dangerous hurricane struck Louisiana however, flooding occurred due to the condition of the levees. The state failed to maintain the flood system in working order. The negligence of city and state caused the levees to collapse. Which produced immense flooding, death, destruction, and fatalities. The aftermath of Hurricane Katrina was appalling on many levels. The victims were left without aid; labeled refugees during this a U.S. disaster. Countless individuals were told to evacuate. However, many residents lacked the resources needed to leave. The victims were additionally mistreated by federal, state, and government agencies such as EPA, I believe that in this catastrophic event was mishandled by the former President George W. Bush left many individuals to fend for themselves while others died waiting for medical attention, water, food, and rescue. The heads of state failed, social welfare policies should have been in place to better assist with resources that would have provided food, medication, and safe housing in order to assist these victims. While it is true the weather was a natural disaster the damage would have been decreased if they had an appropriate plan of action that could have increased survivor rates while decreasing displacement of their citizens by assuring their safety and proper maintenance of the levees. There also could have been Presidential executive orders that would enabled faster and more efficient ways to help the victims of the Hurricane.

How does the political approach differ from the rational approach to policy analysis, implementation, and evaluation? The political approach is a rational choice based on the number of people who support it to level where it can be implemented to tackle a societal conflict. The problem with this approach is the conflicts related to resources and who is entitled to them. Also, the quantity of help certain individuals or groups will receive. Additionally, the issue being addressed may not impact all individuals equally. The measure of cost or impact cannot be calculated. Whereas policy analysis looks at other policies that can offer alternative methods to resolving issues while implementing already established procedures and
programs.
Why are these differences important? The differences in these methods helps to understand the conflicts that exist in society and the role of government. The contrasting views explains what creates tensions and problems for some may not be an issue for others. Which is why many laws and policies are difficult to create, implement and enforce without conflict.
