The first Bill of Right found in the Texas Constitution states that “Texas is a free and independent State, subject only to the Constitution of the United States”. This means we as a state have a right to a local self government. Section 2 of the Texas Constitution states that “All political power is inherent in the people, and all free governments are founded on their benefit”. By including this section, Texas agrees to uphold a republican form government and at all times we have the right to abolish or reform our government.
