Prime minister Macdonald wanted to ensure order in the settling of Canada's west. Recruiting for the NWMP began in August 1873. One goal for the NWMP was to stop whiskey trade because whisky smuggling from the U.S.A was a major problem in the west. The NWMP second goal was to gain First Nations confidence and respect. Force commanders hoped to persuade First Nations of their sincerity by eliminating the whisky traders and other outlaws who were exploiting First Nations
