These issues are located throughout the whole country. The poverty-stricken economy makes it challenging to gain the upper hand against one of the threats, let alone all four. Each issue has the ability to change to bypass any systems or laws set in place to regulate the threat. The threats appear tied into each other, which makes it extremely hard to stop any because there is always a backup.
