The purpose of the Chain of Command is that it is designed to keep high rank officers out of personal matters that can be handled by someone on the lower levels of the chain of command. The officers at the top of the Chain of Command would have the higher authority and responsibility and they delegate the mundane tasks and other minor matters to the lower ranking officer, in order of the higher ranking officer to work on more important matters. This is applied in the military, police and other law enforcement agencies. The Functions of ManagementAccording to the United States Army (n.d.) Operational Unit Diagram, the management structure as it relates to a specific unit is referred to as a command level. This command level accounts for top level, mid level, and front line ranks. For the purposes of this paper, these ranks will be referred to as managers. Regardless of level these managers will be expected to carry out the four functions of management including; planning, organizing, leading, and controlling. Similar to a regular business, the top level managers may focus more on planning. The mid level managers focus on organizing, and the front line managers focus on leading and controlling. Transactional leadership, specifically the Management By Exception-Active (MBE-A) style was the primary leadership model utilized by the general. The general relied heavily upon this style early on as it involves corrective transactions between the leader and follower. For example, upon reporting to the base, BGen Savage is waved through the checkpoint by the Military Police solider. Immediately, BGen Savage demonstrated the MBE-A style by ordering his staff driver to stop so he could immediately address the solider for his failures. Another example of MBE-A, was BGen Savage’s addressing the sergeant who was working the front desk. Before the general sought to address formal business, he immediately address the issue of why the sergeant was not maintaining proper dress and appearance as well as his failure to show proper custom and courtesies. One of the ways that rank structure is important is that it is like a link of chains. This chain forms a link between the highest officer to the lowest of the enlisted. This chain allows for the anywhere in the chain of command for an order to be issued and it will go down the chain to the level at which it needs to be accomplished. I suppose in the military; some assumptions must be made given the scope of organization along with its objectives. From a civilian perspective, I am inclined to believe that certain assumptions in the military, however flawed they may be, serve to maintain some semblance of order. Hence, the hierarchical value orientation can be viewed as the military's modus operandi (Hill,2002). Consequently, I believe that, not all commissioned officers are up to the task and that fact is at times taken for granted by the top brass when they are delegating duties to their juniors. Their assumption is in fact necessary to preserve the structural integrity of the armed forces and has worked for many years since the War of Independence.
