Austria and Serbia were at war. Each side had their own alliances with other countries. Austria was allied with Germany and Italy while Serbia was allied with Russia. After Russia declared war, Germany tired to make sure that France did not get involved. Germany tried to surround France by making allies with surrounding countries as a way of tell them not to interfere with the war. This effort did not work and in 1914 France and Germany declared war on each other. Both Germany and Austria were at war. Italy was suppose to be in an alliance with both Germany and Austria.
