More than two years into the conflict, America had finally joined World War II. No one believed that the Japanese would start that war with an attack on American territory. For one thing, it would be inconvenient: Hawaii and Japan were about four thousand miles apart. American intelligence officials were confident that any Japanese attack would take place in one of the European colonies in the South Pacific, not American soil. Because American military leaders were not expecting an attack so close to home, the naval facilities at Pearl Harbor were undefended. Almost the entire Pacific Fleet was docked around Ford Island in the harbor, and hundreds of airplanes were squeezed onto random airfields. To the Japanese, Pearl Harbor was impossible to pass up. Some historians and others went so far as to accuse President Roosevelt of having invited the attack, or at least done nothing to stop it, in order to bring the United States into the war against the Axis.
