Utilitarian look at the consequences as a result of an action, whether something is good or bad is determined by how much happiness it brings. If people go out and choose to buy lottery tickets because it brings them happiness then it is ethically right. Even though, it is very hard and rare for people to win back their money, the lottery companies and the government know how hard it is to win back, they still encourage people to keep on trying their luck. This is then not ethically right because it is deceiving the crowd.
From the Hedonistic point of view, the happiness that comes in the long term is much more important than experienced at the moment (Brusseau, J. 2012). Lottery money goes to schools, hospitals, charity organizations and social clubs. These institutions run for a long time, helping many people, for example, providing education which the children will keep for the rest of their lives giving them a better life. So in this case both the winners and the losers win because those who loose can attend the school, social club and visit the hospital bringing more happiness to most people in the long term.
To a utilitarian what you do does not matter, but what comes out of your act.
