By definition, citizenship means a participatory member of a political community. A nation grants certain rights and privileges to its citizens. In return, citizens is expected to obey their country's laws and defend it against its enemies. Higher education, by definition, means education beyond high school, specifically college, graduate school, and professional school. If one has citizenship in country, one has the right to live there, work, vote, and pay taxes. So how is citizenship and education related? Being a citizen means paying taxes.
