In Source C, Pastor Neimoller watched everyone he saw get captured and did nothing about it. The poem states "...they came for the _____ and I did not speak out because I was not a ______." The reason this shows that the gov. should be responsible is that he was terrified to speak up for people because of the fear of being taken/captured/etc. and no one was assured at any point by the gov. that they're going to give back hope. In Source D, Bunting personifies the animals of the forest as the citizens of the world [especially the victims-- in Germany and Europe, etc.] and the terrible things are the Nazis and Hitler. The allegory states "….and caught the birds and carried them away. 'thus birds were noisy' 'there's more room in the trees now,'" The "Terrible Things" took each animal one species by one and the others just didn’t care as long as it didn’t effect them. The end of the allegory states how the main character, Little Rabbit, believes that if they'd just stuck together, they'd be able to over throw them and save each other. they also didn’t help each other because of fear. This shows hoe the government didn’t make an attempt to help the victims, OR the citizens
